Temporary Occupation Licence (TOL) - Minimum Productivity Level (MPL)

  1. As part Singapore’s ongoing efforts to build a more productive and sustainable aquaculture sector in Singapore, SFA announced in 2022 that existing sea-based farms would progressively transition to a lease-based system. This gives farmers greater certainty to plan long-term while ensuring that limited sea space is used efficiently and responsibly.

  2. To help farms adjust, SFA has been offering an annual Temporary Occupation Licence (TOL) during the 10-year transition period from 2023 to 2032, which is aligned to the duration of your fish culture farm licence. As you are aware, each year’s TOL renewal is subject to farms meeting the Minimum Productivity Level (MPL) or Actual Production Output (APO), as stipulated in Clause 15 of Part B: Specific Conditions of the TOL. This condition requires yearly production of minimally 17 tonnes of fish or crustaceans per half hectare, 34 tonnes of mussels per half hectare, or 50 tonnes of fish per hectare (only applies for farms in Pulau Ubin Coastal Area, PU1).

  3. SFA has issued warning notices in 2024 and 2025 to farms that did not meet the MPL for 2023 and 2024. You are strongly encouraged to take steps to ensure that your farm’s production meets the MPL in calendar year 2025, and to promptly submit the production data to SFA in Q1 2026. Please note that non-compliance to MPL requirement may result in non-renewal or termination of your TOL at SFA’s discretion.
