The Multi-Ministry Taskforce announced on 19 May 2020 that Singapore would exit the Circuit Breaker from 2 June 2020 and resume activities in three phases.

On 15 June 2020, the MTF announced that Phase 2 would commence on 19 June 2020. Phase 2 saw the resumption of most activities, including the reopening of food and beverage (F&B) establishments selling predominantly beverages and resumption of dine-in services.

On 14 December 2020, MTF announced that Phase 3 would commence on 28 December 2020 and there would be further relaxation of measures such as the increase in group size from 5 to 8 individuals.

On 04 May 2021, MTF announced that there will be a tightening of measures due to rising community transmission from 08 May through 30 May 2021. There will be a reduction of group size for gatherings from 8 to 5 persons.

To provide a safe environment for customers and workers, F&B establishments must implement Safe Management Measures, as required by the Ministry of Manpower and comply with the COVID-19 (Temporary measures)(Control order) Regulations.
