Dear Sir/Madam,

New Health Certificate Requirement for Singapore Infant Formula Exported to China via Cross-Border E-Commerce (CBEC) route

The Singapore Food Agency (SFA) would like to inform traders that, with effect from 10 July 2026, the General Administration of Customs of the People’s Republic of China (GACC) requires all infant formula products exported from Singapore to China via Cross-Border E-Commerce (CBEC) route to be accompanied by an official health certificate.

Please note that the official health certificate requirement continues to apply to infant formula products exported to China via the general trade route.

Traders should ensure that each consignment is accompanied by a valid official health certificate prior to export. Consignments not accompanied by a valid official health certificate may be detained or rejected by Chinese customs authorities.

For more information on application of official health certificate, please refer to https://www.sfa.gov.sg/commercial-exports/application-process-for-export-certificates-for-food#export-health-certificates-2.
