Changes to Registration of Pesticide Products under the Food Safety and Security Act

We would like to inform you that Part 11 (Certain Agri-food Production Inputs) of the Food Safety and Security Act (FSSA) is planned to come into force in 2nd half of 2026. When this happens —

(a)   SFA will take over the responsibility of regulating plant pesticides for use on edible plants (e.g. fruits and vegetables) farms intended for human consumption from the National Parks Board (NParks).

(b)   Existing product registrations under the Control of Plants Act of plant pesticides for use on edible plants will continue as if registered under the FSSA; there is no need to re-register these pesticides. 

(c)   Pesticides used for ornamental plants will no longer require registration under the FSSA or COPA.

    Annex

    1. Do I need to remove the registration number for plant pesticide registered for ornamental plants only?

      It is advisable but not mandatory

    2. If my pesticide product is registered solely for use on ornamental plant, can I request for extending the label of my registered pesticide product to include edible plant for which it may be applied on?

      Please apply to register the pesticide product under Part 11 FSSA at Pesticide Registration.

    3. If the pesticides are registered for used on both edible and ornamental plants, can I still retain ornamental plants on the product label?

       

      SFA has considered feedback received from companies, in terms of additional costs incurred for printing separate labels. There is no intention to require the product label to be changed to remove ornamental plants use on the product label. Details on the labelling requirements for edible plants will be shared in due course.

    4. Will SFA re-issue certificate of registration for plant pesticides registered under COPA?

              There will be no re-issuance of a certificate of registration of pesticides for use on edible plants under COPA.
