Circular - Ex-Gratia Payout for PPWC carpark

Tenants at Pasir Panjang Wholesale Centre (“PPWC”)

Dear Sir/ Madam, 

EX-GRATIA PAYOUT FOR ELIBIGLE TENANTS FOR THE ADVANCE SEASON PARKING PAYMENTS MADE DURING THE PERIOD JUNE TO SEPTEMBER 2022 

1.          The services of PPWC’s former car park operator Greenwich Carpark Pte Ltd (“Greenwich”) was ceased by the Singapore Food Agency (SFA) due to non-performance on 1 June 2022. However, certain tenants of PPWC may have made advance quarterly season parking payments to Greenwich for the June-September 2022 period which were not refunded by Greenwich.

2.          As a gesture of goodwill, SFA will provide eligible tenants who held valid tenancy agreements at PPWC during the affected period of June to September 2022 with a one-time payout of S$267.00 for each unit rented. This payout will be made in November 2025 as follows:

(i)          Existing tenants: A credit of S$267.00 for each unit rented will be automatically applied to offset their November 2025 monthly bill; 

(ii)         Former tenants: A letter will be sent to their address on their Singapore Identity Card, with instructions to receive the payout via electronic bank transfer.

3.          Please note that this payout is made purely as a goodwill gesture and on an ex-gratia basis. It does not constitute an admission of liability, nor as creating any precedent or continuing obligation on the part of SFA.
