Powers of Authorised Officers (I)

The holder of this authority card, appointed by the

  1. Director-General, Food Administration, is authorised to exercise the powers and duties of an authorised officer or a Health Officer, as the case may be, under the Acts and their regulations specified as follows:
    1. all provisions under the Sale of Food Act 1973 and its regulations thereunder;
    2. all provisions under the Wholesome Meat and Fish Act 1999 and its regulations thereunder;
    3. all provisions under the Fisheries Act 1966 and its regulations thereunder;
    4. all provisions under the Feeding Stuffs Act 1965 and its regulations thereunder;
    5. Part IV, Part IX, Sections 87, 99 and 100 of the Environmental Public Health Act 1987;
    6. Environmental Public Health (Food Hygiene) Regulations;
    7. Environmental Public Health (Water Suitable for Drinking) Regulations; and
    8. Sections 39, 44(1), 44(2), 55A(1), 56(2), 57(1) and 57(2) of the Infectious Diseases Act 1976.

  2. Director-General, Animal Health and Welfare, is authorised to exercise the powers and duties of an authorised officer under:
    1. Sections 7(2), 8(3), 9(2), 10, 16(3), 17, 18, 19, 20, 22, 23, 24, 25, 26, 27, 28, 29, 30, 32, 33, 34, 35, 36, 49, 50, 51, 52, 52A, 56, 60, 60A, 61, 69, 71, 72, 73, 74 and 75 of the Animals and Birds Act 1965;
    2. Animals and Birds (Licensing of Farms) Rules (R 3) save for rules 5, 6, 10, and 11;
    3. Animals and Birds (Composition of Offences) Rules (R 5); and
    4. Animals and Birds (Live Fish) Rules 2011 (S 27/2011) save for rules 3, 5, 7 and 8(2).

  3. Director-General, Plant Health, is authorised to exercise the powers and duties of an authorised officer under:
    1. Sections 7(2), 8(3), 10, 11, , 13, 14, 15, 16, 17, 20, 21, 34, 37, 38, 39, 40, 41, 45, 47 of the Control of Plants Act 1993;
    2. Control of Plants (Import and Transhipment of Fresh Fruits and Vegetables) Rules (R 1);
    3. Control of Plants (Cultivation of Plants) (Licensing and Certification) Rules (R 2) save for rule 11B, 12 and 14;
    4. Control of Plants (Registration of Pesticides) Rules (R 3) save for rule 7, 8(2) and 10;
    5. Control of Plants (Composition of Offences) Rules (R 5); and
    6. Control of Plants (Analysis and Inspection Service Fees) Rules (R 8).

  4. Director-General, Public Health, is authorised to exercise the powers and duties of an authorised officer under:
    1. Sections 4(1) and 4(3) of the Smoking (Prohibition in Certain Places) Act 1992
    2. Sections 21(1) and 21(3) of the Environmental Public Health Act 1987 in relation to any offence under section 17 therein
