Note: For cluster sites, the successful Tenderer will be awarded all sites within the cluster. For example, a Tenderer who successfully bid for the Sembawang Cluster will be awarded Blk 354 Admiralty Drive and Blk 316A Sembawang Vista.

 

Tender Method and Criteria

The new rooftop spaces will be tendered using the Price-Quality Tender Method.

The following lists the tender evaluation criteria used to assess the tender proposals:

    • Design & site layout (32 points)
    • Business / Marketing plan (16 points)

    • Design & site layout (21 points)
    • Business / Marketing plan (28 points)

How do I submit tenders and where can I view the tender documents?

 

All tender proposals are to be submitted electronically via GeBIZ and tenderers are required to register as GeBIZ Trading Partners for the submission. You may search for the tenders using tender reference no. SFA000/(R)001(20) for single sites or SFA000/(R)002(20) for cluster sites, on GeBIZ (https://www.gebiz.gov.sg). Tender documents are available for download on GeBIZ as well as the SFA website.

If your company is not registered with ACRA or if you are an individual, your registration will take approximately 3 to 5 working days for verification and approval.

Will we be able to visit the sites?

 

Pictures and site plans are provided for every site. Although the sites are opened to public during the tender period, visitors are advised not to make unnecessary visits due to the current COVID-19 situation.

What is Production Output? What can be grown?

 

The Production Output is the annual Vegetable and Food Crop production output for the proposed farm. Tenderers shall provide the Production Output in Section 1 of the Tender Proposal Form for the site selected. Vegetables means any parts of plants (including flowers, fruits, stems, leaves, roots and seeds) that are intended for human consumption. Food Crop means any edible plant or fungi cultivated for human consumption.

What is allowable under the 10% quantum for Community/Ancillary Uses?

 

The site can be used for secondary purposes to support social/community aspect of urban farming such as the provision of educational or community activities and for ancillary use that supports urban farming and other activities such as offices, communal facilities and other practices approved by SFA and/or the relevant authorities. Any proposal for other ancillary uses is subject to the approval of SFA and the relevant authorities.
